Introduction
The Africa Taiwan Economic Forum (ATEF) comprises all the African Embassies and Economic Representations accredited to Taiwan. It is dedicated to maintaining frequent and friendly contact with the Government of Taiwan and its institutions, in particular with the ministry of Foreign Affairs (MOFA) and the Ministry of Economic Affairs (MOEA), as well as with civil society, the private sector, non-governmental organizations and academic and cultural institutions in Taiwan.
Objectives
The objectives of ATEF are to promote Africa's values and interests in Taiwan, which are captured within the principles of the African Union. Our major objective is to contribute towards shifting from the conceptualization of the African Renaissance to its implementation through the initiative known as NEPAD. In this process ATEF will focus on two areas identified within NEPAD, namely on Sustainable Development and Co-operation.
Priorities, Strategies and Activities

The focus of ATEF will revolve around the following key priorities: |

Promoting and advancing trade and investment relations between Africa and Taiwan; |
 |
Encouraging co-operation in the field of science and technology (including the IT sector); |
 |
Cultivating and promoting a favorable and positive image for Africa (including the promotion of cultural and academic exchange ;) |
 |
Promoting Africa as an attractive tourist destination; and |
 |
Entrenching bilateral relations with Taiwan. |
Sustainable Development
The strategies and activities to promote sustainable development in Africa are directly related to efforts by African governments to create jobs, build the skills required to compete in a globalizing world, and a sound macroeconomic framework to encourage foreign direct investment (FDI) that will stimulate economic growth.
Key activities designed to achieve increased trade and tourism range from the facilitation of all aspects of export and tourism promotion to participation in international trade and travel fairs, where investment promotion is concerned, and the main areas of activity will include addressing negative perceptions about the African business environment and the assertive marketing of Africa.
NEPAD constitutes an important element of ATEF's objective. Some of the key activities will include the improvement of market access for goods and services produced in Africa, increased FDI into the continent, narrowing the digital divide, enhanced human resource development and encouraging skills and technology transfers.
Co-operation
The need for co-operation with Taiwan has been made even more imperative by the challenges of globalization. The fields of co-operation are vast, but the following have been prioritized by ATEF: human resource development, health, wealth, people-to-people co-operation (cultural exchange) and sustainable development.
The mobilization of Official Development Assistance (ODA), lobbying for improved market access for African countries, the promotion of African procurement of ODA projects and multilateral co-operation with the WTO are some key interventions. In addition, ATEF will work towards the creation of an enabling environment for Small, Medium and Micro Enterprises (SMMEs) and the linkage of investments to employment creation initiatives.
The key priority in respect of human resource development is to enhance the development of quality skills by undertaking to source FDI strategically to engender skills development and technology transfer, and to encourage applied research development and the exchange of technology and expertise.
The priority in the health sector is to help improve the quality of health by preventing and combating disease through improved access to quality health care systems. The accompanying activities would include: facilitation of technical exchanges and research between institutions; the mobilization of resources; and co-operation in the field of HIV/AIDS and other communicable diseases prevalent in Africa.
Organization
ATEF, which comprises all African Missions represented in Taiwan, will be guided by a chairperson, assisted by a vice-chairperson and a secretary. These will be congruous with the same positions in the Africa Group in Taiwan. They will be elected on an annual basis by the Africa Group.
